Maynard Holliday served as the Senior Technical Advisor to the Under Secretary of Defense for Acquisition, Technology and Logistics (USD AT&L) at the Pentagon in President Obama’s second term.
He was a highly capable and dynamic technical expert with the ability to operated in a broad range of technical, policy and cultural ecosystems. He is as equally at home in a Silicon Valley start-up or venture capital firm as he is in a DOD laboratory, Washington think tank or weapons system program office. He is a creative, knowledgeable individual who is simultaneously a self starter and a focused person who will see any assigned mission through to completion.
In his role he provided the USD AT&L and other senior and working level managers with technical and programmatic analysis and advice on a broad range of research, development, acquisition and sustainment issues. Examples of his contributions include, helping to launch former Secretary of Defense Carter’s, Defense Innovation Unit – Experimental (DIUx), was a government advisor for the Defense Science Board’s 2015 Autonomy Summer Study, led analyses of commercial Independent Research and Development (IRAD) programs that informed policy recommendations and advised on disruptive technology to maintain U.S. technological superiority.
He has also been a great supporter of Obama administration and non-profit efforts to encourage STEM education and diversity. He was a staunch advocate for STEM diversity programs within the DOD and at the interagency level, working with counterparts at other agencies and the White House Office of Science and Technology Policy. He was involved in the “My Brother’s Keeper” initiative to help implement programs to increase opportunities for all young people across the country-to ensure they can achieve their full potential regardless of who they are, where they come from, or the circumstances into which they are born.
